QUALIFICATIONS: A Master’s degree in Library Science is required and a minimum of one year’s experience in the 1410 (Librarian) series at the CS-11 grade level or equivalent experience. The applicant’s work experience must have been of a quality and scope sufficient to enable him/her to perform satisfactorily assignments typical of the position. Emphasis is placed on administrative skills, including the ability to organize and develop effective programs of library service to older adults. Applicants must present a combination of experience, education, skills, self-development, and experience which demonstrates the capacity to perform the duties of the position. In addition, education and/or experience, which have provided professional knowledge in the area of service to older adults, are desirable. Must posses a current driver’s license, as the incumbent must be able to operate the library’s light vehicle (bookmobile).

FUNCTIONS: Under the general supervision of the Chief, Adaptive Services, the incumbent is responsible for the development and implementation of an outreach program to provide library services to older adults, in the District of Columbia; uses professional criteria and experienced judgement in assembling a collection of materials in all formats for this purpose in accordance with readers’ interests and needs; develops readers relationships in the aging community including special programs for the older adults through the bookmobile service. Supervises delivery and bookmobile staff. Performs other related duties as assigned.

KSA’s #3: Ability to supervise and administer staff both onsite and in the field.

KSA’s #4: Skill and proficiency in Microsoft Office applications, Internet Searching, and assistive technology programs such as JAWs, Zoom Text, etc.

KSA’s #5: Ability to communicate orally and in writing with internal and external customers at all levels.

KSA’s #6: Ability to research, create and present policy briefings and financial reports and promotional materials.

The Library Branch Manager is responsible for the day-to-day operations of the branch library which includes reference, children and youth services, and circulation operations. Under the general supervision of the Deputy Library Director, the incumbent is evaluated largely through a review of plans, programs, budgets, and progress reports.

General Duties

Directs the development, implementation and coordination of the branch’s project priorities, work plans, and programs to improve service;
Selects and evaluates material by reviewing the existing collection for weaknesses, weeding the collection, reading book review literature, consulting library clientele, and participating in book selection committees;
Instructs patrons on the use of online and print resources available in the library;
Answers reference queries using traditional and non-traditional resources such as the Internet;
Develops, discusses, and formulates Library policies as a member of the management team;
Interviews, hires, trains, supervises, schedules and evaluates new personnel;
Interprets and implements library strategic goals, objectives and policies;
Reads professional literature and attends professional functions;
Keeps branch procedural manual(s) up to date;
Checks library equipment, furnishings, buildings, and grounds and makes necessary arrangements for repairs;
Performs related work as required;
Other duties as assigned.
Essential Knowledge, Skills and Abilities:

Thorough knowledge of professional library principles, methods, materials and practices;

Demonstrated ability to analyze professional and administrative problems, to make recommendations, and take appropriate action in their solution;

Ability to work with, supervise and train professional and paraprofessional subordinates of a diverse background;

Skilled in oral and written communication;

Ability to interpret library policies, objectives and facilities to community groups, public officials, business and education leaders, and the general public;

Establish and maintain effective public relations.

Qualifications:

Master’s degree in Library Science from an accredited ALA library school is required and a minimum of one year’s experience at the Librarian II level, or any equivalent combination of experience and training in professional library work which provides the required knowledge, skills and abilities.



Additional Requirements:

Applicant must possess or obtain a license to practice as a registered professional librarian issued by the Commonwealth of Virginia.

Schedule: 40 hours per week. Hours are scheduled to meet the staffing needs of the library, and may include evenings, frequent Saturdays, and a few Sunday afternoons at the Barrett Branch or Beatley Central Library.

Salary: $45,997.17 - $50,711.88, depending on qualifications.
